NRC acknowledged report on educational reform committee

BANGKOK, 10 March 2015 (NNT) - The National Reform Council has acknowledged the report from the committee on educational reform which focuses on the development of Thailand’s education and human resources.

The NRC sitting on Monday reviewed a report from one of its committee which is about the strategies for educational reform and people’s development.

Deputy chairman of the committee in charge of the study Narong Budhhicheewin informed the NRC sitting about the principles and the reasons behind the report which he said has compiled researches, documents and opinions from all parties involved.

Mr. Narong added that, while Thailand is entering the era of ageing society, the quality of education in the country remains mediocre while the conditions of human resources are somewhat worrying in many ways. Therefore, he said that the development of Thailand’s educational system and people must be launched to strengthen the citizens and the society.

The committee has hoped to push the suggestions in the report to be included in the national agenda while the NRC members have expressed their support for the setting up of free scholarship for poor children.

CDC starts review of all 315 articles of draft charter before submission to NRC

BANGKOK, 10 March 2015 (NNT) - The Constitution Drafting Committee has started reviewing all articles of the draft charter before submitting the entire draft to the National Reform Council in mid-April.

The CDC meeting on Monday looked at the entire draft charter — the process that will take weeks to complete.

The review of the draft charter involves the deliberation of each of the 315 articles, with a focus on the wording and not the principle behind them given that it has been reviewed once already.

However, the CDC will also look at all pending details of any article, such as the proposal to set a minimum of one female political office holders for every two male colleagues, and make a final resolution for each issue before the final draft is submitted to the President of the NRC by April 17.

Apart from the review of the draft charter, the CDC has prepared a table of summary of the intent for additional law amendments to confirm that the charter drafters have carried out their duties as called for by the interim Constitution.

NRC's environment committee pushing for prevention of problems from all mega-projects

BANGKOK, 10 March 2015 (NNT) - The National Reform Council’s committee on environment is pushing for more preventive measures against the impact of any problems caused by the implementation of mega-projects.

Spokesman of the NRC’s committee on natural resources and environment Thon Thamrongnawasawat said that the committee is planning to make it compulsory for all large-sized projects to prepare an environmental assessment report in order to promote transparency and the speed of the project execution.

Mr. Thon said that the push will involve the strategic environmental assessment or SEA, which will be conducted in advance for any project that covers a large area.

He added that the SEA will enable the public to be informed of and to take part in the project that will have an impact on their life since the beginning.

According to Mr. Thon, all steps suggested by the committee will be completed and conducted both before and after any project is executed as it is believed that such an approach will help Thailand achieve sustainable development and genuine public participation.

20 Cambodian monks repatriated from Thailand

BANGKOK: -- Twenty Cambodian monks were brought home in a bus through the international checkpoint at Poipet, opposite Thailand's Aranyaprathet on Saturday afternoon, following a number of separate arrests made in Thailand, The Phnom Penh Post reported, citing local officials.

According to the report, Thai authorities claimed none of the men were able to show proper documentation for entering or staying in Thailand – merely monk identification cards, with several carrying patently false identifications.

Seng Makara, an administrative official at the international immigration office in Poipet, said such cases have happened before, but usually involving just one or two monks, not in a big group as this one.

He noted that the deportation of such a large number of monks, each arrested in different parts of Thailand, was more unusual.

Police said that the group that returned on Saturday had not been abused in any way.

In late January, seven monks were among a group of 71 Cambodians sent back across the border by Thailand. Nam Yong, an official at the border crossing in Poipet, said at the time that the monks had crossed illegally to beg and none possessed valid passports.
