Thaivisa News Posted April 15, 2015 Share Posted April 15, 2015 Bangkok:- Two video clips displaying a farang man and a farang woman exposing themselves while having water splashing fun have gone viral, leading to an uproar and harsh criticisms among Thai Facebook users. Many Thais wondered in their Facebook comments why police did not arrest the two since the Cabinet has issued a resolution prohibiting indecent dressing for Songkran celebrations. The first YouTube clip was posted by a woman who said it happened on the Khaosarn Road Monday night. The one-minute clip showed the man walking with no clothes on, leaving nothing to imagination. He appeared drunk and walked among Thai and foreign Songkran revelers. Manager Online said it tried to verify the clip but it could not tell where the incident happened. Many Thai Facebook users called on the authorities to investigate the clip and take action against the man. Kaew Yunyong, a Facebook user, said had the man done it in Singapore, he would have been caned and jailed for seven days. Manager Online said the second clip, which is 30 seconds long, was recorded on the Pattaya Beach Road Tuesday. The clip showed a western woman with pink brassier appearing drunk. She danced and then removed the bra in front of a lot of Songran revelers. Some revelers also took their selfies with the farang woman. Arrom Wichaichan, a Facebook user, said the Cabinet issued a prohibition without stating penalties so no one was afraid. Weerapat Phattaranukul commented that the woman should be arrested and taught about Thai culture. Ekkasit Muangkaew said had the woman exposed herself in Cambodia, she would have been deported. I've noticed this attitude previously and attribute the misunderstanding to a lack of education and experience. Law enforcement involves proper use of discretion. Just because conduct is illegal, if it is not seriously harming or causing a disturbance, it's not necessary to prosecute every infraction. Thais don't get this at all. In the case of Buriram, although I thought no arrest was necessary, there were girls dancing near the Rama I statue. They were warned, but then returned to do it again. In Chiang Mai, the police supe said there were infractions, but decided to use police resources to stop and check for drunk drivers. That's proper use of police discretion. These drunk farang were on KSR and Pattaya Soi 6. These are tourist zones where police need to be vigilant for safety and security. So, we're back to the tired old argument that you have to be a "resident" to make a comment about the country you have been living and paying taxes in for years and years? Good to know, I'll have to write that down in my little black book of "things to remember when living and working in Thailand for very long periods of time". I'm curious to know tho how many of those Thai's that were there and that know so much about their own culture, habits and the law actually said something to the naked farangs to let them know that it's not acceptable to do what they did ... ?
