Min of Commerce denies rumors of bad rice to be sold in markets

BANGKOK, 22 June 2015 (NNT) - The Ministry of Commerce has denied rumors that it will sell low quality rice for domestic consumption.

Department of International Trade Promotion (DITP) Director General Duangporn Rodphaya responded to rumors that the government was considering supplying low quality grains to the animal feed industry and ethanol manufacturers. She said the government will only release good quality rice for human and animal consumption.

The DITP Director General added that only low quality grains will be sold to industries that do not produce human or animal food.

The amount of rice released will also be determined by the rice supply expected to be produced during the rainy season. The Ministry of Commerce has assured rice farmers that the release of government stock will not affect the market price.

Your explanation obviously missed key points of Agricultural subsidy programs exercised by many Govts., in order to meet economic and political objectives. Same as Rubber subsidy programs previously...Even to the extent of outlawing Rubber plantations outside the South.....A policy Thaksin quickly jettisoned.

The point being, Ag-subsidy programs come in many shapes and sizes and for many purposes...The above mentioned rubber subsidy program had political purposes for the Govt. of the day...Imagine such blasphemy.

These programs open the door for the self-serving Opposition to both demonize the program and the Govt......It is what they do...... But that doesn't make their mantra gospel.......Yingluck defended this program before Parliament. Many would suggest that was gospel....

Voters in subsequent elections would cast their opinion about this......Both the Opposition's version and the Yingluck one. .Obviously this Opposition wasn't too sure of itself, and avoided that kind of electoral scrutiny..............

Interestingly, in the run-up to the 2014 coup, anti-democrats worked with some farmers' leaders, especially those in the central region, to organize self-serving demonstrations against the Yingluck Shinawatra government. The claim was that the rice price guarantee was not being paid. Indeed, in some cases it wasn't, not least because the anti-democrats themselves prevented rice sales and payments, and then cried foul, blaming a Govt. they wanted to coup out of existence instead of electorally, for their own obstruction.....Trying to have it both ways.....

I think I have seen this drama before, in another setting....For example, creating much political fuss and furor emanating out of Lumpini Park, and then suggesting the entire Thai political space was in turmoil. Creating situations and then blaming others. There is a term for that - duplicitous-ness.

The electorate however has the knack of seeing through duplicitous-ness, and is why an election was quickly cancelled and prevented going forward.

Wow have you got a real talent for twisting the facts and making up fantasy stories based on limited fact. You should be a writer instead of trying to put your version of what happened during YLs reign with the rice scheme. Kudos to you for this nice fantasy. No go out there and try marketing your talent in the real world.

oh look, another red fairy tale, what you left out was it was the easiest way to get all the farmers to vote for them, the fact that no one allowed for what would actually happen and that the country would lose billions didnt come into it. Got to love the way you lot try to spread your fairy tales and innuendo to try to make yourselves look better, trouble is even the uneducated know that you are full of it. Subsidy programs are good but when they are designed to get voted in and to make all your family and friends sh*tloads of money without have to do any work they arent so good. Still waiting for you lot to point out all the rich and better off farmers, oh thats right there arent any apart from the wealthy land owners that sublet the land to the poor and put their prices up, then of course there are the mill and warehouse owners etc , strangely enough no farmers, that is the ones that didnt kill themselves because the ptp put them into so much debt and never paid.......

This year we don't seem to get a lot of rice from the Thai farmers due to the drought - so it might be very true that the low quality rice will suddenly be very valuable.... Just a thought coffee1.gif

In Europe many farmers only survive because of the "common agricultural policy". Many big farms make a shed load of money from it and French farmers couldn't exist without it. If helping farmers is ok in Europe ( and I believe the US has financial support for farmers too ) why do many posters on TV seem to think it's so wrong in Thailand ?

I am not sure about TVF posters, but the 'educated' Bangkok Elite did not because in their lethargy and living fat over the past 60 years had them fallen asleep in their ivory towers whilst the discontent continued to grow.....

Thaksin saw the opportunity for power and wealth and exploited it for his own gains... it was and is more than they ever got before, however small the crumbs were.

Maybe if their was some foresight/willingness to share at earlier stages then the vacuum TS stepped into would not have appeared.

Can anyone be as stupid to not understand that 650,000 tons or about 4% of the pledged rice was deemed unfit for both human and animal consumption, as well as ethanol production. Or that it can still be sold used as fuel in electricity generation? ref. PWO:650,000 tons of stockpiled rice declared rotten, to be used as fuel, 2015-06-15

Since the 700 billion baht was paid to the rice farmers for their pledged rice at twice the world market price, I wouldn't call that "wasted" - just one huge subsidy PROMISED by Yingluck and PAID by the Junta.

"I am not sure about TVF posters, but the 'educated' Bangkok Elite did not because in their lethargy and living fat over the past 60 years had them fallen asleep in their ivory towers whilst the discontent continued to grow....."

But I agree with what you said about Thaksin.

Yingluck is the fall guy for the failed rice scheme while he is free to travel the world. He alone was behind the rice scheme fiasco, not Yingluck.

TVF members like myself are not against subsidies per se, just the ones that are scams masquerading as subsidies.

To me the most annoying thing about the whole thing is the way Yingluck has been coached to say that the rice scheme was designed to help the poor farmers which is absolute bs !

Anyone who knows anything about poor farmers knows they can only grow enough rice for their own use and do not sell into the rice scheme.

It was only the mid and high size farmers who had the quantity to sell into the market.

Some farmers, for one reason or another, did well out of it and were paid good money for their harvests, but they were not poor.

The millers and owners of storage sheds did well out of it, but they were not poor.

Please don't confuse the subsidies of Europe and the USA to the scamsidies of the Shinawatra government.

Point taken, however the EU farming subsidies have their problems. Like Thailand, it's the large & medium farms that do well and the old saying applies "where there's a will there's a way" meaning if you think the EU farming subsidies are snowy white and free of scams then you need to check the EU news more. Also the European Commission hasn't had an accepted audit for many years and is probably one of the biggest scams going.

More Red BS.

700 billion was not paid to the farmers and you well know that. By the time the stockpiles are disposed of the total loss will have risen to around a trillion baht and almost half will have disappeared in costs and corruption.

From the 2014 TDRI report: http://englishnews.thaipbs.or.th/tdri-says-yinglucks-rice-pledging-scheme-causes-almost-trillion-baht-loss

By end of October 31 this year, it was found that 85% of rice in the stocks have lower quality than normal standard. This low quality rice resulted in the loss of 660 billion baht to the state from the pledging scheme.

He said that if taking into account of the assessment of the remaining 17 million tons of rice in the stocks that could be released in the market within the 10-year period, the loss could jumped 300 billion baht more to 960 billion baht.

He said in the research that the rice-pledging scheme had brought about damages to the societies rather than advantages to farmers and consumers of an estimated 123 billion baht.

Meanwhile farmers joining the scheme obtained additional 296 billion baht in direct revenues. But after the combination of both direct and indirect revenues from the scheme, farmers obtained 561 billion baht in revenues.

But farmers who were benefitted from the scheme were mostly rich and medium earning farmers, rather than poor and low income farmers.

Because such schemes are administered by Thai politicians and bureaucrats, not the EU.

The current military administration recently announced its multi billion baht palm oil subsidy. None of the names complaining about the rice subsidy program of the former legally elected government criticized it.

The military also offers irrigation, fertilizer, pesticide and herbicide subsidies to the rice farmers. The subsidy is significant, yet no one is able to put an exact number on it because the military administration will not release the total cost. Why's that?

Were any of those farmers paid 140% of world market prices by their governments? Were any of those farm subsidy programs 'off budget'? Were all trade deals kept secret? Did any of those governments you are referring to actually buy and then try to store, long term, perishable crops? How many fake G to G deals did those governments cover up? How much better off are the Thai rice farmers now that the government has a huge surplus to sell in competition with the farmers and world prices have dropped because of a glut in the market? You sure are glossing over the corruption endemic in Yingluck's Thaksin's Rice Scheme Scam.

Rule One of being a Thaksin apologist is: Ignore the facts, they get in the way of the propaganda narrative. This 'other countries subsidize their farmers' comparison has been shot down seven ways to Sunday and still the Thaksin apologists keep repeating it. Never mind, I don't get tired of refuting the propaganda.

If all the rice has gone bad, why are they being told not to grow a new batch?

Perhaps a populist hand out subsidy is on the way.

Its not as if there is competition for new good rice.

Who said all the rice has gone bad? Link please or it's more BS. When you base your post on a false premise, you are trolling.

Thaksin saw the opportunity for power and wealth and exploited it for his own gains... it was and is more than they ever got before, however small the crumbs were.

Maybe if their was some foresight/willingness to share at earlier stages then the vacuum TS stepped into would not have appeared.

You reap what you sow.

Your reply should be here and not mixed with the post from mikemac.

FYI, eliotness, you should post your reply below the dialogue box you are responding to so one can discern who said what. Thank you for your cooperation in advance.

All the local village farmers I know, including my wife and father in law, sold into the rice scheme by way of the local mills.

Wifey has 4 rai, her dad 12 so hardly major players.

If all the rice has gone bad, why are they being told not to grow a new batch?

Perhaps a populist hand out subsidy is on the way.

Its not as if there is competition for new good rice.

I believe it is because of the drought

OK you have a point, and please I'm not defending TS and his family, but have you never heard of the euro wine lake or the butter mountain ?
