Do AIS now allow tethering on some sims?

Reason I ask is, if the sim is in my phone I can go on the internet fine, however if it is in my unlocked wifi modem I get a strange page coming up in Thai when I try to go to any website, just wondering maybe they block tethering?

Can you post a screenshot of the 'strange page' so we can see what it actually says, it may give a clue as to why you cannot access the net.

That's true and if you buy an unlocked phone from a US carrier, it can have tethering disabled in the firmware so won't work no matter what SIM card it's using. I found that out the hard way too.

No operators here block (or charge extra for the feature) tethering (USB, Bluetooth) portable hotspot. It sounds like the OP is trying his SIM/mobile data plan in "unlocked wifi modem", which is a different, data solution (not commonly referred to as "tethering"?

It would help to understand: exactly what this device is (description, make, model) and what the screen says. Is it an AIS screen? is it the MICT "green screen"? Are you getting IP address(es)?

It's probably some issue with the device?

In the U.S., tethering can be a feature option, or it might be included in post-paid bundles. It was blocked for me this week on T-Mobile (pre-paid; $3/day plan), although it has worked for me in previous trips. Tethering is included in the T-Mo PAYG monthly plans; it worked for my colleague who was on the $50/month plan ("...Where indicated, full speeds available up to data allotment, including tethering;...")

Other MVNOs (Straighttalk, Simple, Cricket), may be more restrictive?).
