Greetings of the day to all,

A Syrian friend, she's living in Bkk currently,

she has a sister married and residing with her husband in Germany since many years already,

She's willing to join her sister and settle there in Germany,

but, she still hesitated whether to apply as a migrant? or to register at a German university, that might facilitate the process to obtain the visa?

Any helpful feedback will be highly appreciated,

Thanks in advance.

On what basis would your friend be able to register as a "migrant" . She is apparently, already living in safe country.

Best she seeks advice from the German Embassy.

Can only advise that Germany is one of the only countries in Europe that is actually helping to settle Syrian exiles from reports I have seen. Suspect her sister might be her best source of current information.

In the USA, "anchor people" can sponsor certain relatives after they achieve the status of permanent resident. You might want to check out whether her sister can sponsor the Syrian resident of Bangkok. The sister and the German Embassy would be good sources of information.

First, post #2 hit it on the nail on the head, if she is in Thailand then she is safe and would be a migrant to Germany not an asylum seeker.

But then what is her status in Thailand?

If only a visitor then she needs advice, my suggestion would be to contact:

Amnesty International Thailand

Alley, Lat Yao, Chatuchak, Bangkok 10900, Thailand
I would suspect that the only chance she has of getting asylum in Germany is if she is going to be thrown out of Thailand.

OP: At the URL below are the high level guidelines for applying for family reunion in Germany. If your friend is residing in Thailand as an asylum seeker suggest it would be a good idea to approach UNHCR in Thailand for clarification on the local law for protection, criteria, application process and waiting times.
