Consulate Of India In Chiang Rai

Has anyone obtained a 6 month tourist visa from the Indian Embassy in Chiang Mai?

I am a UK passport holder living in Chiang Rai but I am not an official resident in Thailand.

The consulate website states the following:

"applications from foreign nationals who are not resident in consular jurisdiction will be referred to the countries of origin"

.....this leaves me in some doubt.

Any feedback would be greatly appreciated.

I had a friend try to get an Indian visa in CM last year, he was told the application was sent down to Bangkok anyway so he might as well apply there direct.
