If you can live with dial up most hotels have access, just by plugging into the telephone jack.

Grand Business Inn on soi 11 has free wifi, and should be in your price-range.

I second that. Just spent 5 nights at the Grand Business Inn. Though no facilities except the for the 24 hours cafe, its a clean decent place charging about 1500 baht nett per night. And yep, WI-FI on every floor.
