If 2 or 3 are tied for #20 spot, they don't make the cut. Pragmatic, if not popular solution. No, there will be 20. It was already announced there would be 20 and that some kind of TIE BREAKING would be done if needed. That's what's going to happen. The time for debate about rules for this year's contest is OVER. JT, honey, I sent you a PM over two hours ago and you haven't responded. I'm hurt. I take back the part about liking so much that you are so very anal.
