Philippines Length of Tourist Visa ( Non-immigrant Visa 9a )

Thailand includes the end date in their 30 day visa on arrival giving the tourist 29 days in the country.

I want to get a Tourist Visa ( Non-immigrant Visa 9a ) to go to the Philippines. The San Francisco Philippines Consulate's website says that the length of this visa is 60 days. Does this include the end date in the calculation or not? I need to buy the ticket before I apply for the Visa. I have searched this forum as well as the web and I haven't found the answer yet.

59 days but easily extendable.

That is from website - have never been there on a tourist visa so not sure how they make the count.

Thanks! Do you know if the include the end date? So is from Monday, February 22, 2016 to Thursday, April 21, 2016 59 days or 60 by their calculation.

Sorry do not know as spent my time there on a diplomatic entry many years ago - but know extensions are easy if needed for a longer stay.
