Perhaps a knowledgable person can advise me?

I want to publish an information sheet here in Phuket, that will include some local news items, weather etc. It will be a single-sheet of information.

Do I need a newspaper licence to do this? Obviously, a WP is needed. But is a single information sheet considered to be a 'newspaper' under Thai law?

I think it depends on whether you call it a newspaper or not. I believe you will need a publishers license if it is to be a commercial venture (ie ad or sales funded). If it is a charity type thing or a business newsletter then that would be less of a concern.
