I'm guessing you are looking at hipflat? I would say its not accurate, I've seen listings on there that are not updated for more than a year both under the for sale and for rent tabs. Also there are a lot of duplicate listings for the same unit, there are also poached listing where other real estate agency just copy other companys ads and list it.

You probably won't be able to lowball, people who buy those units have money, they would rather let it sit and look pretty then rent it out for below market price. So your lowball offer will probably have to be whatever is the lowest listed price there in order to be able to negotiate.
