It may be available but only in a few centers in much the same way as such techniques are not and will not be available in every Western hospital.

As this was developed only in 2015 (and is considered a 2016 medical innovation), and is only this year reaching hospitals in the US, it is of course not yet available in Thailand. Give it a year or two at least.
