I have lived in Chiang Mai 8 years now.

It's time to get out and I want to move to a nice mountainous view area of Chiang Rai within a 30 minute

motorbike ride into C Rai City.

I like quiet areas with little noise and traffic.

I have added a map image to this post.

I am interested in the general area marked with a yellow pin in the upper left corner of the map as it looks like a nice quiet place to live. Can anyone tell me the name of that area or district?
Any drawbacks to living in that area?

Boomerangatang lives out that way somewhere I think, he may have more information.

As you say, quiet area, more Hillstribe people, I can't see any problems other than what us other out of towners have.
