Where is the best currency exchange in Hanoi? In the old quarter?

^ + 1...that's how it's done out in the provinces where there are no formal exchange places around...and as I remember the rate was favorable at the local gold shop and close to the tourist rate figure appearing on the internet...

btw...it's possible to obtain dong from VN ATMs using western credit/debit cards...the usual charges apply...

that's good news...5 years ago my K - bank debit card wouldn't work in VN...

to my surprise, I found out that in HCMC, the best rates could be had at the airport - very unusual (that was early 2016).

I would not be surprised if it is the same at Hanoi. Rates are government approved at the airport, and every money changer basically offers the same rate

It's probably longer than that ago when I did a test and I had a TMB ATM card.

While in Hanoi, I found good USD exchange rate at VIB bank and ACB bank.

 

While in Saigon, the best USD exchange rate was at a Thue Doi Ngoai te Thien Xuan money exchange, across the road from Ben Thanh market, 38 Phan Boi, Chau, east of the market.  This place was 22,340 VND for USD 100s, while best bank rate I could find was 22,290 VND.
