I went the the Thai Post office wanting to EMS mail my old IPhone back to the US to my father... The lady there said they no longer accept electronic items with batteries for Airmail shipping?... Is my only option FedEx & DHL?... the DHL website quotes me 4,000+ bahtย

Shipping Lithium batteries or any device that contains one is getting more difficult all the time.

ย

Getting someone to hand-carry to the US and USPS from there is probably the only realistic option nowadays.

Correct.

ย

Lithium-Ion batteries classify as DG (Dangerous Goods) and courier companies

are strict in terms of how many batteries can be sent per air shipment (I think the current limit is 2)

ย

Suggest buying a new 6S / 5E from the US Apple Store directly and ship it to his local address.

I paid 2000 at DHL to send an iPhone to the USA IN 2015. That's quite a price hike.

Batterries are not that expensive, why not ship it without the battery and he can put one in when he gets it. Has to be cheaper option than the alternatives.
