Can anybody recommend a 'qualified' optician in Pattaya. I need a proper eye test, not one that just checks for distance or reading glasses.

Preferably on the dark side as well.

If you want more then vision check you probably should see an ophthalmologist and most will be working in the eye department of hospitals.  There are very few trained optometrists in Thailand as it is a new field.  You must surly do not want an optician.  I would be willing to visit the other side of the road if required.

Guess I misread that - as expected you wanted to check eye itself, as I believe is normal in most countries, along with getting prescription.  But you do not get a prescription from an optician (I hope).   His job is to design the lens to make the prescription correction for you.  The cost for a real exam from doctor is no more than other doctors so well worth it - and they might catch something that needs attention.

When I got my eyes 'checked' Before they just offered the Sphere.

Perhaps they do not need correcting.  Just need the reading if making bifocal or progressive.  Be sure to get PD (or they can measure when  you actually make the glasses if not).  But if you obtain you have the cheaper mail order option available for actual glasses.
