Solid white line. Foreign rider 100% at fault. Full stop. Sad thing is that he'll have to chuck the readies around. Law won't take its normal course, not here it won't and I speak from personal experience.

Haven't read the whole thread, but he should have to pay for the bike he ran into, the bike he was riding and the hospital bills if any. Might think before doing it again.

 

My travel insurance didn't pay for damage to a vehicle.

Also, if he even had m'bike insurance, not wearing a helmet would invalidate it.
