Here is a simple way to add animated backgrounds/wallpapers to Kodi.

 

Sample gif:

Currently you can only do this in the Confluence or Xonfluence skin. I tried other skins like: Aeon Nox and it didn't work. 

 

Step 1: If you're running the Confluence skin 

Step 2: Go to System / Appearance / Skin / Settings

Step 3: Background Options / Under Background enable Custom Background and in Background path select your Gif.

 

Step 1: If you're running the Xonfluence skin 

Step 2: Go to System / Skin Settings / Background

Step 3: Background Path / Global Background / Single Image (make sure that Use alternative background folder is checked) and in Background path select your Gif.
