Quite simply the law to stop anyone riding in the back of a pickup is a good one, but can't say, "right it starts tomorrow" as they were going to at Songkran. It takes time to adjust, plan and finance a new, or several new vehicles.

Rear seat belt laws brought about the MPVs etc in Europe and the US, but without a licence to do so nobody can drive with more than 7 in a vehicle.
