Hi I will travelling to Thailand in December this year on the single entry tourist visa. 

After my 60 days I'm planning to extend it to 90 days at the immigration office. After those 90 days I've crossing the boarder on land to Cambodia. I'll be spending one week here. After one week I'm hoping to travel back to Thailand by land. Will I be able to get my 30 day visa exemption stamp. Or should I apply for another visa whilst in Cambodia?

If you are only planning to stay another 30 days after arriving from Cambodia then crossing by land at Cambodia and receiving a VE will be ok for you

 

You can then extend that 30 days by another 30 days at a Thai Immigration Office if you need more time

 

Note that only 2 land crossings are permitted per year so as long as you have not done 2 already you are fine

Yes a visa exempt entry shouldn't be a problem.

 

I would always use a visa whenever possible, especially after 3 months already in the country as a 'tourist'.

i thought a single entry tourist visa got you only 30 days then you need to leave , then if travelling back intoi thai from cambo you only now get a 15 day with land crossing.

You are confusing a tourist visa issued by an embassy or consulate that allows a 60 day entry with a 30 day visa exempt entry. Both can be extended for 30 days at an immigration office.

Since January 1st there is no longer a 15 day visa exempt entry rule at land border crossings.
