TT Exchange Booths' rates are not the Telegraphic Transfer rates being referred to here. The latter are the rate that banks convert your "foreign remittance" at. You appear to be mixing the two. -
I'm sure this is discussed often in the "Mobile Devices & Apps" forum https://aseannow.com/forum/146-mobile-devices-apps/ and from what I recall these "good" packages need a new phone number every year.

Geolocking is nothing to do with IP address but the home country of your Google Account as mentioned upthread, so a VPN will have no effect on its accessibility -

It may be geolocked and therefore not accessible using a Thailand based account. You can create another account based in the UK, login and download, or else download from somewhere other than the Play Store.
