Pattaya's billion baht CCTV slammed as officials admit more than half of them are not working

Pattaya authorities have admitted that more than half of the CCTV cameras in the city are not working.

 

The system was slammed by a crash victim who wanted evidence for an accident at the new Central Pattaya tunnel.

 

But like so many at the resort the camera was down and he was forced to appeal for witnesses.

 

Pattaya has spent a billion baht on 2,112 cameras since 2003, said Surasak Janthasomboon in charge of communications technology at City Hall.

 

But he admitted to Manager that only 47% of them are working.

 

The situation in areas of high tourism such as Beach Road and Sai 2 is barely any better than the city as a whole - Surasak said that out of 382 cameras only 219 or 57% were of any use.

 

He said that emergency measures were taking place to rectify problems and he hoped up to 80% would be workable by this week.

 

But this has come too late for the victim of the accident in which a motorcycle collided with a pick-up at the exit of the newly constructed tunnel heading towards South Pattaya last week.

 

 

Posts on a popular social media site questioned the money spent on CCTV in Pattaya and called for a ministerial level investigation.

 

Over the years there have been 31 separate projects in Pattaya to install CCTV.

 

 

Surasak gave several excuses to Manager about wiring and poor maintenance but the bottom line is that most of the cameras simply don't work.

That's 473, 484 Baht per camera. Those cameras should rock. Or maybe the cameras were a tad overpriced, with the difference finding its way to someone else?

Exactly, for that price you could set up a camera with its own satellite system that beams to a receiver at city hall, and still save money.

Yes, we all know why they don't:  Nobody cares about doing a good job.  They just want the goodies.  If reform was indeed to take place, a private concern would handle these things, but that too will require thick, brown envelopes.  Thailand is a jungle and self reliance is mandatory.

That's pretty much summarizes any public works project in LOS.  They are little more than an excuse to shovel hard-earned baht into eager pockets. That's the entire premise of high-speed rail; nobody really wants a train.

That's cheaper than the speed cameras the government wanted to buy until somebody pointed out that you could get them for around 10K Baht each on Amazon. !

Looks like they can install iPhone 8 as security cameras, and it will cheaper .

 

Yes we can order from China, they have dummy cameras too for $5, just install outside home, so that thieves will think there is a security and they will not enter.

It is obvious that the purpose of the cameras is not to monitor the area, but to provide nest eggs for officials

Police should join with private property owners, and get their camera connected to police network, and pay them some fees.

 

That would save cost, also help people to make revenue, rather than Police pay for maintenance etc. They can start with outside 7-11's store cameras connected to police network.

Obviously "prevention is better than cure" doesn't translate to Thai.

There are many very good Chines cameras. It all boils down to gives the go ahead. Making sure they get a good cut out of it. The contractor would get the cheapest he could find and the cheapest labour. 

Pat that cost Thaiairways could buy a few A380 planes. Work it out per camera and installation WOW.

Time that all government departments started to put out tenders around the world. Or to COUNTRYS they know their CCTV cameras cover everything.

Like UK, Germany Australia, New Zealand and quite a few more. This kick back stuff has got to stop. Period. 

PYou can bet someone in the Pattaya mob got quite a few million delivered in a pickup.

Just wondering if there is any system set-up to immediately flag, to an appropriate Pattaya city hall officer that a specific camera is not working and a system to immediately dispatch a technician to inspect and fix that camera, with a time limit of being returned to working and on-line within say 48 hours?

 

And all of the above providing a  system report say every 30 days? Plus some data about faults compared to costs of repairs in terms of parts and for labour.

 

Surely in this day and age the above should be the approach and in reality not difficult to set-up.

 

Or perhaps it should be done by outside contract whereby the contractor must keep the whole system at 99% up and running at any given time, and proof that 99% of problems / breakdowns were fixed within 48 hours. If the contractor fails to meet the specs then big reduction or cancellation of payment of contract fee.

Simple get a contract with any country that has clean credentials, bar Thailand, to get a system THAT WORKS. By passes Tea Money for local companies and officials

You can point it out, but you you are wrong.

All of Pattaya - 2,112 of which 47% are of use.

A few things in Thailand are too expensive even to consider buying; CCTV, Mircophones, LED lightings for New Year, Fire Engines and Airship....LOL.....
