Op - Not a Scam by any means - its just a facet of Purchasing Clothes online (usually from Chinese vendors).
I have been caught out in the past in exactly the same manner and have learned by the lesson.
What I do:
1) Buy the L, XL, XXL
2) Send back whatever doesn't fit me
- I've used this method numerous times and never had an issue.
What you can do:
1) Repack the items.
2) leave them in front of your house for collection by Courier.
2) leave them with condo reception for collection by Courier.
This is a very common issue, I've even had vendors cancelling when purchasing christmas presents for nephews etc a few weeks before travelling home, leaving no time to get replacements.
In short, dealing with the Lazada and Shopee Vendors for anything such as clothing is nothing other than a crapshoot - We've no idea of size or quality, but I'm also often surprised as often as I am left aghast at how an XXXL can be too small for me while an L could sometimes fit a Gorilla.
I had a similar except on contacted Wise and they referred me to their partner bank in Thailand and the problem (last mile out of Wise's control). However, a couple days later the money showed up and I have not had the same problem since.
Thailand proved that volumes, i.e. quantities cannot be handled. No infrastructure, road network grid, insufficient guides, shortage of languages in particular and common knowledge/sense in general.
Focus on what Thailand's tourism industry was all about in the past as a top quality product.
Quality over quantity - but explain that to the buffaloes
