Not sure about Thaivisa, but Yahoo Messenger's free PC-to-SMS has been working flawlessly for me the last few months (at least to AIS), after having been basically unusable a year or two back. Receiver pays about 1 baht to receive and 3 to reply. The receiver must reply to a set number of messages (1 in 4 ?) in order to continue receiving your SMS's.

According to George:

A new version of the SMS service will be launched this spring. Until then we are unable to accept new customers or top-ups in the old system.
