Is it possible to get a re entry permit at the airport without having a ticket to travel through?

Immigration at airports only issue re-entry permits on departure from the country. Most re-entry permit desks are located after the international departures security check. 

at phuket, where they issue the re entry permit, is AFTER immigration

so ...

No need whatsoever to have some kind of onward ticket when applying for a re-entry permit.

Without an onward ticket, you will never going to reach the immigration office that issues re-entry permits at the airport.

I may have misunderstood the OP.  My thinking is that they were asking if you can get a re-entry permit without needing an onward ticket for when they arrive back to Thailand

You are quite correct.  Cannot access the re-entry office at Phuket Airport airside without an OUTBOUND ticket

Also it is not possible to get a re-entry permit on arrival.

Only at the day of departure and with ticket as it is at the departure immigration location.
