I want to do a border hop before my oa visa expires to extend by the full year. Can I exit Thailand and return without entering the neighbouring country?

No!

 

The Thai entry official will be looking for the exit stamp from the other country, no stamp, no entry.

It wouldn't be a border hop if you didn't exit then re-enter.

 

Remember, although you'll get another 1 year permission to stay, your Visa and the rights to multiple entries will have expired.

You'll need a re-entry permit if you want to leave during this second year period to keep any remaining permission to stay valid.
