If he is listed on her birth certificate and it states he is a US citizen the odds are in your favor. But yes always a but she can only hold one passport so if she has a Thai passport there are extra steps to be taken.

Was her birth registered at the US embassy to get a consular report of birth? That is required for her to get a passport.
