Limits are typically set by your issuing bank. HOWEVER, in an ATM there is a physical number of notes the mechanism can dispense in one withdrawal. This limitation is normally based on the model of ATM and configure in the software. Take into account that ATMs typical hold different denominations in their cassettes and some may run out of some before others.

 

A counter cash withdrawal is different from an ATM withdrawal, and again your issuer may set its limits accordingly. It may be same, different, and then lumped together in a wider cash limit.
