Need explanation how Thai law is working if you broke something in store (not intentionally)

Personally I think the parents probably did owe the shop some money.  By their own admission the kid knocked it over and in Thailand that generally means some form of compensation will need to be paid.  That being said, the price demanded sounds rather excessive for a broken hand.  Calling the tourist police may not get you out of there for free, but it should have helped get the price down to something much more reasonable.

    If I broke something in a store, and it was my fault, I would not need some law to convince me that I needed to compensate the store for what I did. That said, there was clearly room to negotiate that
