zero tolerance for corruption

If there is no corruption here, the whole country doesn't exist anymore. Anything here is based on this, any thinking is ground based on this concept. Is like when you say the whole seawater is corruption and you want to prevend or remove it, there is no sea anymore left. Very easy to understand. That is the culture of them and that is the way they living in perfect combination with lies. It is more worst then a spreeding cancer, however they feed it too.... with a fake smile. Amazing Thailand.

what about cheating by Thai citizens ? By way of 'selling' government's electricity and water at higher rate to foreigners who lease their apartments and that the OCPB tried but to no avail. ??

You mean there are consumer protection laws that forbid the practice? Can you point us to them?
