You do realize that you can build as many dams as you wish. That will not make it rain more. Neither will it create water. A very big part of the problem also involves Mekong river, as they have build to many dams for electric, and of course China is at the top not releasing enough water.

The same he did with lottery tickets, smog in the north, increasing food prices, traffic in Bkk, tourist safety and about 20 other issues. Guess what none was solved because he never follows up on his instructions. The reason being that the lazy civil service dont like to work but they support him. He can thus not reprimand them in public as that would be a loss of face and then they will not vote for him again. He give instruction to look good and thats it.
