Does anyone know where I can buy cigars in CR or better yet in Phayao?

Tom the closest place I know for sure is the duty free at the border crossing at Mae Sai. I hear that a couple of high end hotels sell them in their lobby shop but I can't confirm that. but I definitely have not done an exhausting search.

Thanks Randell, the next time I go up to CR I'll check out some of the hotels and let you know if I find anything.
