I moved into an apartment which is located in the tallest building in Chiang Mai. The water heater in the shower only produced lukewarm water. I got it replaced when the water eventually just stayed cold. The new one is lukewarm also at max temperature. Is this normal water temperature for water heaters in Thailand? I have to boil water to shave.

Most rental units will have 3.5kW heater which struggles to get cold water to hot.  4.5kW and higher do much better but unless you need steaming jet spray, turning down the flow can give a reasonably comfortable shower.  Most of us just go with a cold water shave.

In Chiang Mai at this time of year, yes it is unless you have an 8kW unit, for a moderate to full shower or 6kW for a lowish flow shower.

 

Or the water tank is on the roof, then wait until about 2pm.
