All this makes me think you are a serial visa runner,

which is what the embassies/consulates do not like??

As are many of us on this forum.

Vientiane currently doesn't discriminate against serial visa runners. Neither does Penang and even Jakarta is also looking 'serial visa runner' friendly going by Lazygourmet's report.

Penang was very tough a year or so back.

That may have impacted their annual income from visa, and hence the change

or perhaps another change of staff?

Yes it was, but they've loosened up considerably since.

The tendency seems to be toward making it easier for "serial visa runners" to do their thing.

Long live the "serial visa runners"!
