An odd thing

Today I went to pay the True vision tv & internet account in cash, which is in my daughters name at the local Tesco Mini-store I was asked for my ID card? something I have not been asked before. When I produced my pink foreign resident card it was not acceptable, I was told the that only a Thai card with a sim chip would be acceptable. I returned home explained to my wife so that she could pay later, when she returned she told me that she did not go to Tesco but to the local 7-11 where she paid without producing her ID card at all! By inference does this mean Tescos new policy preference is that non Thais should not be allowed access to a media account or is this the first recorded case of a Thai commercial enterprise refusing an anonymous cash payment
