Does the curfew end at 4am or 5am?

I think the Chon Buri governor set a curfew for 11pm to 5am, and then the Prime Minister set one for 10pm to 4am. 

 

What does that mean for the end of the curfew -- 4am or 5am?

Both together... curfew between 10pm and 5am with DOUBLE fines between 11pm and 4am...
