There had been some heavy monsoon rains the previous night and the drains were blocked with leaves, plastic bags and other trash. Several pictures showed Banleu Kunlawanich with a plastic bag on his head, rolled up trousers and wellies. He urged people in Pattaya to throw their trash in the right place and keep the front of their properties clean and tidy. But he could have made it bigger and took some of his employers with him. Normally they have actions like planting trees and so, where all government personnel MUST comply.
