We had a 3 colour bougainvillia for many years, it's three different coloured plants grafted onto one root stock.

Hibiscus are a nice leafy shrub  with lovely vibrant flowers, you can give these a clip a couple of times a year if you want to keep it to a compact shape and check growth.

If you give a bit of a frames support Allamanda could be the answer. Big yellow trumpet like flowers year round and it likes full sun. It can be untidy hence the frame support.

Cannabis ? Loves the sun . Prune it at 2 feet and it will bush out nicely.

Flowers are very pleasant, especially when dried.

 

Caveat. You need high walls around your property to discourage unwanted attention.
