It seems clear to me that his statement agrees with yours. He is very clearly stating that civil servants are the perpetrators and that they should stop. 

Several people here have not read his statement in their rush to dispute it. 

It was my understanding that ALL ministers of whatever level are Civil servants, so who is going to enforce anything on the enforcers.

makes it hard when those civil servants are  doing it as well as everyone else, corruption in Thailand is endemic to govt jobs/work, would be better off getting those that suffer from the corruption to report it but then they will suffer even more for doing so

First step would be for the SERVANTS to realize they are not gods. Their job is to service others.

I had my first experience with corruption at an immigration office last week and I was going to ask if there's any place I could report it that might make a difference. By reading these replies makes me think it would be a waste of time.
