What is the green stuff inside my round light on the ceiling

I have been renovating a building for ages and a few months ago the electrician installed a round light above the stair case on the top floor. I noticed theres

some green looking dust or whatever inside the cover. Does anyone know what is causing this?

 

Above that ceiling is a concrete floor where the water tanks are. A month ago one of the tanks did overflow and water was on the ground. Can I assume that some water somehow made its way into that light fitting? Its only happened once. 

 

Or is it something electrical?

dirty water has found it,s way in...hence the green colour :thumbsup:

Or maybe something strange growing in there.

Pickles are on the rise. 

Since no tourists are allowed in, they enter the country illegally .

Algae, if there is water in there it's going to increase,

and give your light a nice green glow, ,,,get it cleaned.

It is a worry when water overflows meet electrical fittings. 

Heat, moisture and mildew, and who knows what other life form is growing there.

 

Looks like algae and mold.

You could maybe add  more water and a couple of those little algae eating fish and declare it a novel lighting feature?
