Even the Thais are not confused. In Pattaya they add the suffix Pattaya. So in Pattaya it would be Sukhumvit-Pattaya Soi 22. In Rayong if it existed it would be Sukhumvit-Nakornrayong 22. A vote from me too...good selection of drinks at the 'Hood', great food at the 'Oak' , really friendly bar staff and ok prices up to 7 PM. Pattaya is on the Eastern Seaboard, which is exactly where I said Sukhumvit runs. Those "other cities in Thailand" where it also runs (Chonburi, Sri Racha, Sattahip, Rayong, Chantaburi, Trat, etc.) are again all on the Eastern Seaboard, on that very same Sukhumvit Road.
