3-month extension of state of emergency in three restive southern provinces

 

 

The state of emergency in the three southern border provinces of Yala, Pattani and Narathiwat is to be extended for another three months, from December 20th, for security reasons.

 

The Emergency Situation Administration Committee (ESAC), chaired by Deputy Prime Minister Prawit Wongsuwan, decided today (Monday) to extend the decree on the grounds that the insurgents still have the capability to threaten security in the three provinces and there are signs that they may resort to violence.

 

The state of emergency is enforceable across the three provinces, except in Mae Larn and Mai Kaen districts of Pattani, Betong district of Yala and Su-ngai Kolok, Sukhirin and Si Sakhon districts of Narathiwat.

 

The ESAC also acknowledged the plan, by the 4th Region Internal Security Operations Command, to exempt further areas covered by state of emergency, to accommodate economic development projects in the region.

 

At the meeting today, the committee also urged the Office of the Attorney-General and the Royal Thai Police to speed up the establishment of a regional office, to handle security-related cases to ensure fair and speedy legal proceedings.

True enough.  But is there  or ever will there be  a genuine initiative  to find  some  resolution or is it  just a  convenient  scenario to self justify the involvement of military activity ?

The restive south is always in need of extending the emergency decree.  Does it help, not in my view, still have bombings and the shootings of officials be it rangers to school directors and such.  So tell me how the extension of the emergency decree will help curtail this violence.  I thought the Emergency decree was for stopping Covid, not insurgents.  Now the real truth comes out, restricting movements of people, just like when the Junta took power in 2014.

Perhaps the  arguable  justifications support both  motivations?

There was, in 2005 Thaksin set up a National Reconciliation Commission, the commission published its commendations in June 2006 and Thaksin's government said they would be implemented in full. Unfortunately Prem Tinsulanonda head of the Privy Council rejected the proposals stating that "The country is Thai and the language is Thai", one of the recommendations was to make Yawi, the local Malyu language, a working language for the region. That was the last genuine attempt at a resolution.

The State of Emergency in the south has been renewed every 3 months for the last 15 years.

Strangely enough many of the individuals involved  in the historical lack of  success are  Thai Muslim Generals.

So there is  no genuine  desire  for a resolution when  workable  proposals  get  defied.

The Cabinet has agreed to extend the State of Emergency in three Southern provinces – Narathiwat, Yala and Pattani – for another three months, from December 20 to March 19, government deputy spokeswoman Ratchada Thanadirek said on Tuesday.

 

The areas under emergency include all districts in the three provinces except Srisakhon, Su-Ngai Kolok and Sukirin in Narathiwat, Betong in Yala and Maikaen and Maelan in Pattani.

 

The Cabinet agreed the extension would enable officials to hunt down and arrest insurgents who aim to undermine national security through violence and terror acts, as well as ensure the safety of people in these areas, she said.
