(Reuters) - A pre-departure COVID-19 test rule for passengers entering England will come into effect from Monday instead of this week, transport minister Grant Shapps said in a tweet late on Wednesday.

“Passengers will be required to provide proof of a negative COVID-19 test before departure to England from Monday 18 January At 4am,” Shapps wrote in his tweet.

“Passengers must remember to complete a Passenger Locator Form before arriving back into England,” Shapps said, adding that passengers would face a fine of 500 pounds ($682.30) if they do not provide proof of negative test.

When DID the Covid problem start? A year ago.

And the 500 quid fine, is that if you land without the certificate, before you actually enter UK? Surely the check in staff at the departure end should check this first.

Muppets!

Oh, re-read the OP. It says you need the proof BEFORE departure, so how could someone actually land in UK and get fined?

If the carrier doesn't check for compliance of the rule and allows a passenger to fly without proof of a clear test result, then, if the passenger then doesn't have a test result on arrival in the UK they are liable for a fine, as is the carrier for carrying a passenger without the required documentation, as they are already liable for a fine if they carry a visa national who isn't in possession of a valid visa..

Airlines have been calling for this for months.

Many countries instigated it last year.

Boris leaves it too late, and then postpones it: again!

Still no quarantine; only unsupervised self isolation at home!

Ridiculous.

This I presume includes UK passport holders returning home.
