I wouldn't advise running wires in the same pipe as the water. Better if you run the cable separately.

If you used quality submersible power cable, yes.

The problem you have is entry / exit into the pipe requiring  good leak proof cable glands.

Is it cost worthwhile?

What voltage are the solenoids? I would wrap the wires spring-line around the pipe, if you don't want run a separate conduit for the wires. 

Does the wire route need to be the same as the water route?

If you are going to bury the water pipes then just bury the cable alongside the pipe 1-2 in deep is enough to shelter it from UV.

The pipes have been buried in the ground for a few years. Just getting round to connect them up to the water and thought may do an extension, but not at the source, but make another 2" branch about 20m from the source. 

Maybe look at an IofT controlled solonoids. Must be around.

ThaiWadsadu has a whole section dedicated to irrigation,

 

Just bury the cable slightly below the surface. Flex would be better as it has some give.

Bury the cables slightly below the surface,  Thai  Electrical Standard "near enough is good enough" applies ????
