China releases new list of approved vaccine passport providers

I saw this article in the Nation.

So there's a large list of places in Thailand that are approved by China to issue Covid vaccination certificates or passports for travel to China. Does that mean these places can also vaccinate you if you have a plane ticket to go to China? Otherwise, what's the point of this since, apart from some frontline health workers and the usual snouts-in-the-trough politicians, nobody else can get vaccinated here, at least until June, it seems?
