It's not up to the Thai government.  These jabs are massively back ordered.  Moderna is delaying shipments that were paid for.  Thailand should have acted quicker.  Only a few countries in the world have enough jabs right now.  A majority don't, and won't for a very long time.

I think you need to order it and pay first, Then you learn how many doses and the exact date it will arrive

A relative had a Moderna shot, no side effects at all. However, Moderna has more side effects than Pfizer, which being German made is the best one, but the Moderna side effects only become apparent after the second vaccination, if they happen. Still Moderna is an MRNA vaccine, so among the best available. My own intel is very positive for now.
