Cambodia and Laos have much smaller populations so the logistics of vaccinating everyone is easier...that being said, none of these four countries has done very much.

But Cambodia is practically a province of China, so they have had much easier access to sinovac.  They probably traded more of their valuable ocean front land to chinese casino developers in exchange for it.
