Report LTO Summons Motorcycle Owners in Illegal Racing Bust
Photo courtesy of Manila Bulletin Owners of 19 motorcycles have been summoned by the Land Transportation Office (LTO) after their vehicles were impounded during a police crackdown on illegal racing in Bulacan. This operation, which took place on 17th August, led to the arrest of 12 individuals and the apprehension of 12 minors, including a seven-year-old boy, for participating in unlawful activities along the San Rafael town bypass road. Assistant Secretary Vigor D. Mendoza II, head of the LTO, announced that the registered owners have received show cause orders (SCOs) as part of an ongoing investigation, which may result in the revocation of driving licences. According to police reports, those involved in the illegal activities were performing motorcycle stunts without helmets, driving without licences, and using motorcycles lacking number plates. Mendoza expressed particular concern over the involvement of minors, some as young as seven, in these dangerous activities on the Mabalas-Balas to Galas-Maasim Bypass Road. The situation initially drew police attention following a motorcycle accident in the area. Investigations have revealed that the bypass road was frequently used as a makeshift racing track from 4 p.m. to 7 p.m. during weekends. Mendoza emphasised the gravity of the situation, noting that during the police operation, an escaping rider struck a minor. The registered owners must justify why they should not be charged for offences such as Reckless Driving, Failure to Wear Protective Helmets, and driving without proper documentation. These violations carry severe penalties under local transport laws. The LTO has required the owners to present themselves at the Central Office in Quezon City on 27th August. The SCO clearly states that failure to comply will lead to decisions being made without their input. With rising concerns over road safety and the involvement of minors in illegal racing, the LTO's enforcement measures signal a strong stance against such activities.
