I read years ago that the Dutch came and gave an estimate on doing the job right. Then they were told that a certain percentage of the cost of the project would have to go into envelopes to high ranking officials. They left. That''s not how they do business. 

The Thai, Jabba the Hutt, the perfect fit to block a few sewers in keeping with his ethics.
