I teach at inlingua International School of Languages.  That requirement doesn't apply to language schools.  Good luck!

The school can get around it by hiring you for a position that is not teaching.  Some schools hire people and assign them the title of 'assistant', 'administration' , etc.   Those positions do not require a Teacher's License.  

 

Some schools use those as nothing more than a work around for actual teaching.  

I know schools that can employ a set number of positions as non-teaching.  It is a decision that immigration makes and one rather large school has been told that 10% of the foreign staff can be non-teaching positions.
